What would be a good time to buy a yorkie when is is a puppy or a adult?

Personally I would always opt for buying a yorkie when it is still a pup. This is because I believe the bond you build with your yorkie when it is still young and the amount of time you spend together training etc is great 🙂
However, you do need to have the time and patience to invest into bringing up a yorkie from a young age. The training, socialising, and everything else associated with owning a dog is not something to be taken lightly.
If you buy an adult yorkie, you can have some advantages i.e. it will most likely be housebroken already. But you must also think that it might be used to a routine which will not fit in with your lifestyle and then possibly will have to try to re-teach certain things.
There can be good points and bad points with both buying a yorkie puppy or adult yorkie. I personally have only ever raised my dogs from pups and loved every second of it 🙂
