Question
Another thing that my puppy does is that when he pees on his training pads he sometimes likes to lay on it and get it all over himself which then I have to rinse him down.
Is this normal? What can I do to avoid it?

Dogs do not lie in their own urine or fecal matter on their own.
Usually it is a learned behavior if they are kept in a crate too long without having a chance to leave the crate to eliminate.
Once a dog is “trained” to lie in his own urine by spending many hours in a crate where he has to eliminate there, it can be very difficult to teach him otherwise.
Make sure that you consistently give the dog a chance to go outside and eliminate where he is supposed to.
If this doesn’t fix the issue after several months, consult a vet to make sure there is no infection.
